Thank you for what you are doing and working with HUD to make sure that the dollars are not just getting to the people of Puerto Rico in a timely way but with integrity so that there is not waste, fraud, and abuse in the process.

There are too many dollars at stake to manage this program on an ad hoc basis.

It is a big concern because if you don't get pre-approval you just spend the money however you see fit.
