I think that's really important, because a lot of them are just seeing 'Your policy has been canceled by Obamacare' and not being told 'Here is what your options are,' and we've got to really work on that.

My first question is why was the exchange allowed to go operational without the apparent clearance required by the Office of Management and Budget?
