nothing is more important in my mind than local control; a community being able, and parents being able to have a direct voice in the type of education that their students are receiving. So I would beg to differ with the Senator from New Hampshire. I do not believe this is usurping the authority of parents, nor should it. It is one thing that I feel strongly about. I agree with the Senator from New Hampshire on some of the things he said about the opportunity-to-learn language. I do not see it as being a threat because I think it is basically sort of just fuzzy language. It is not in any way requirements that are going to lead to control, again, by the Federal Government. So I do not think this is a significant power grab.
