But I think there is a consensus growing that this has to be dealt with, and it cannot be dealt with as we have been budgeting in the past.

So when you indicated to the committee that you support a change in policy, that does not at this point necessarily mean it will occur.
Is this change in policy that you have determined as necessary, is it subject to negotiations with the union?
My understanding is that you believe that the policy was absent and needed to be put in place to prevent the bonuses from being paid to employees at the IRS who have not or did not pay their taxes.
If there is a problem in this space, as Senator Vitter said, this is a matter to bring to Congress and for us to determine what the laws should be.
I miss the days in which there were Members of Congress who spoke for the role of Congress in making policy decisions as compared to deferring to regulators.
