Mandatory spending for programs like Social Security and Medicare is simply based on the need to ensure stability in these and other vital programs.

Imagine the harm it would do to the most vulnerable members of our society if the funding for these programs were held hostage to yearly budget negotiations.

I believe the only way to ensure Congress acts with fiscal restraint over the long term is to pass a balanced budget amendment to the Constitution.
