None of the funds made available by this Act may be used to carry out or in response to the memorandum of the Deputy Assistant Secretary of Defense for Homeland Defense Integration and Defense Support of Civil Authorities titled ``Memorandum for Secretaries of the Military Departments Director, Joint Staff'' and dated November 25, 2015.
