This legislation puts the private market to work in supplying rental housing by enabling the government to help needy families with vouchers.

Well, believe it or not, I am speechless.

Yes, I am surprised, and anyone is a cynic who doesn't think that I am.

Ownership or control of one's own residence should be an opportunity for every citizen.

Can you imagine what this means.

We know flexible housing vouchers serve needy families better at substantially less taxpayer cost.

I couldn't have imagined this in my wildest times.

This comprehensive legislation represents both compromise and cooperation between the administration, the Senate, and the House.

Few others could have brought such divergent forces together as Secretary Pierce, and he deserves our appreciation and applause.

His truth is the ultimate power source, and it's always there.
