Well, believe it or not, I am speechless.

This comprehensive legislation represents both compromise and cooperation between the administration, the Senate, and the House.

But, yes, it was a surprise, but I don't know of a happier surprise—all of you here, so many of you so dear to both of us.

Ownership or control of one's own residence should be an opportunity for every citizen.

We know flexible housing vouchers serve needy families better at substantially less taxpayer cost.

This legislation puts the private market to work in supplying rental housing by enabling the government to help needy families with vouchers.

Can you imagine what this means.

Few others could have brought such divergent forces together as Secretary Pierce, and he deserves our appreciation and applause.

But thank you all very much for all that you've done.

But on balance, this is a sound compromise.
