I believe this program of recognition is vital to call attention both to what is being done by American volunteers and to what can be done through voluntary action.

A member of the Republican Party, he previously held the office of governor of California from 1967 to 1975. I do not believe that those who forfeited their jobs as controllers should be foreclosed from other Federal employment.
