This legislation will make it possible for the Patent and Trademark Office to improve its operations and thus revitalize its traditional role of encouraging technical innovation.

The Council will serve as a focal point for the coordination of policies and issues that are of particular concern to women.

I am submitting to the Congress an Alternative Plan for a 4 percent increase in Federal white collar pay this October in lieu of the 18.47 percent increase indicated under current comparability calculation methods.
