I support fully the intent of S. 2623 to improve existing Indian community college programs.

It provides an indication of the various response options which may be considered if it becomes necessary to implement any of the emergency authorities.

When the program of assistance to tribally controlled community colleges was originally conceived, the Congress contemplated use of existing community facilities.
