I have taken action today to liberalize the imports of beef.

I intend to monitor this situation closely, and I want to assure every American housewife that this Administration is firmly determined to prevent unjustified increases in the cost of food.

One of the clearest lessons of the past decade in America is that students want and deserve an appropriate voice in their own affairs, and that education can be better when they have such a voice.

I have today directed the Secretary of State to remove all quota restrictions on meat imported into the United States for the balance of 1972.

I know you are confident that they will continue to make this contribution and that you will call on me for any assistance you may need.

I am satisfied that in taking this action we are not endangering the economic position of our livestock producers.

This action is being taken to help us meet the exploding demand for beef in this country.

This action is not aimed at the American farmer; his income has only begun to approach reasonable levels.

TO COUNTER recent rises in the cost of meat, I have today directed removal of all restrictions on meat imports for the balance of 1972.

There is, of course, ample evidence that student councils which lack proper organization and wide student support are at best ineffectual, at worst subject to misuse by an activist few at the expense of an apathetic majority.

Equally important, active and responsible student governments can exert a constructive influence in shaping the ongoing reform and self-renewal of our educational communities.

We are going to do whatever is necessary to see that that battle is won.

This action alone may not fully solve the problem.

This action is designed to increase the supply of meat.

This action is intended to encourage more meat imports into the United States, thereby increasing the supply available here.

Congress has not given us the answer we requested; it has given us rhetoric.

If Congress continues to refuse to act on the proposal I have made to solve this problem--a moratorium on all busing orders--we will have no choice but to seek a constitutional amendment.

The NIE will be a new research institution within the Department of Health, Education, and Welfare, with a Presidentially appointed Director and a distinguished national advisory council.

THIS bill contains a wholesale retreat by the Congress from responsibility on school busing.

Cross-city and cross-county busing is wrong; it is harmful to education; it does not unite races and communities; it divides them.

We asked the Congress to draw up new uniform national desegregation standards for all school districts--South, North, East, and West.

Congress has provided virtually none.

White House has no involvement in this particular incident.

The Conference approved forming a $100 million United Nations environmental fund which I personally proposed last February.

I am proud that the United States is taking a leading role in international environmental cooperation, and I congratulate our U.S. delegation on its success at Stockholm.
