Richard Milhous Nixon was the 37th President of the United States, serving from January 20, 1969, until his resignation on August 9, 1974. A member of the Republican Party, he previously held the office of Vice President under Dwight D. Eisenhower from 1953 to 1961. Nixon's presidency is noted for significant foreign policy achievements, including the historic opening of relations with China and the policy of détente with the Soviet Union. Domestically, he is recognized for establishing the Environmental Protection Agency and implementing various social programs.

The automatic increase provision which will allow social security benefits to keep pace with the cost of living.
This provision is one which I have long urged, and I am pleased that the Congress has at last fulfilled a request which I have been making since the first months of my Administration.
I HAVE today signed H.R. 15390, which extends the temporary ceiling on the national debt, and which, among other measures, provides for an across-the-board increase of 20 percent in social security benefits.
I believe the arts can teach us to hear when we listen, to understand when we see, to enjoy when we perform.
