I do hereby proclaim the week of March 4, 1973, as Save Your Vision Week.

I also invite the Governors of the States, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, and American Samoa, and the Commissioner of the District of Columbia to provide for the observance of this week.

Our goal must not be bigger government, but better government--at all levels.

We must set an overall ceiling and affix the responsibility for staying within that ceiling.

I urge all Americans who use our waterways to take advantage of the numerous boating safety courses offered by governmental and private organizations to help make their stay afloat as safe as it is enjoyable.

Now, Therefore, I, Richard Nixon, President of the United States, acting under and by virtue of the authority vested in me as President and pursuant to section 2 of the act, do hereby proclaim as follows:

In the campaign last fall, I promised I would not propose any new tax increases.

It is time to get big government off your back and out of your pocket.

Whenever the return on our tax dollars is not worth the expenditure, we must either change that program or end it.

My budget will go to the Congress tomorrow; my Economic Report on Wednesday.

Since 1969, inflation has been cut nearly in half.

We can be thankful that, with the war in Vietnam now ended, this is a true peacetime budget in every sense of the word.

The only way to restrain taxes is to restrain spending.

The greatest threat to our new prosperity is excessive government spending.

This budget will not require higher taxes.

Cutting back on Federal programs does not mean cutting back on progress.

We must resist this trend for several reasons.

It is therefore in this spirit of appreciation for the world's clergy and in recognition of their singular contribution to the spiritual, social and cultural evolution of society, that I, Richard Nixon, President of the United States of…

I call upon all Americans to honor clergymen of all faiths, in this country and abroad, by appropriate ceremonies and activities.

The sustained success of this biomedical research program reflects its careful management, its continuously refined scientific focus, and the strong commitment to it by both of our countries.

Tangible benefits resulting from suggestions submitted by military personnel that were adopted during that year totalled more than $107 million, bringing the total first-year savings for taxpayers from this worthwhile program to $661…

It is also my intention, after the transfer of responsibilities is effected, to ask Dr. H. Guyford Stever, the current Director of the Foundation, to take on the additional post of Science Adviser.

No time could be more fitting for grateful prayer and meditation than the opening moment of the peace we have achieved with His help.

Our Nation has achieved its goal of peace with honor in Vietnam.

I have therefore concluded that a number of specialized operational and program functions should be shifted out of the Executive Office into the line departments and agencies of the Government.
