We must remember that crime control does not end with conviction and imprisonment.

We are not Democrats, we are not Republicans, we are Americans.

The problems of crime continue to outpace the solutions.

Our fundamental objective, as Governor Rockefeller so eloquently expressed it, is to help improve the quality of life of the people of this hemisphere.

I think this is the direction toward which this very basic problem of debt service, which plagues virtually every country in Latin America--this is the direction in which we should move.

I am, in short, most serious about undertaking an action program and implementing a mature partnership with the countries of this hemisphere.

Our goal is overall trade preferences for all the developing countries, but specifically and particularly for Latin America, if it is not possible to work it out for all.

As President of the United States, I am serving as patron of the VIP program.

I am pleased to announce that Presidents Johnson and Truman are joining me in that role.

While the Veterans Administration can and does attend to the physical needs of these men, the VIP program will let them know that the Nation has not forgotten their service and sacrifices.

Those of us who participate will surely receive more in gratitude and self-satisfaction than any of us can possibly give.

I strongly urge that the Congress approve this legislation promptly.

Accordingly, at the recommendation of the Secretary of Transportation, Mr. Volpe, I ask that the Congress approve the addition of 1,000 more controller positions in the current fiscal year.

I urgently request that the Congress approve this proposal.

I have stressed many times my determination to take the steps necessary to maintain the safety and improve the effectiveness of the nation's air traffic control system.

Where these next hundred million persons locate is a tremendously important question for our society.

It is for these reasons that I am announcing today the establishment of a new Rural Affairs Council at the Cabinet level.

It is shocking, for example, to discover that at least one-third of the housing in rural America is presently substandard.

As far as the future is concerned, I think that our record here will be one that we can be very proud of.

I do want to say to both of these successful candidates that as I saw them come up today and how well they looked and how healthy, that there is nothing like winning to make you look very good and very healthy.

It is nice to be on the morning show after so many mornings.

But I am going to fight just as hard as I can here, because this Nation wants this Congress to get to work and give us the tools to deal with narcotics, and deal with crime, to deal with all of these problems.

These are two superb candidates.

I am in pretty good shape.

I believe that the public reaction has had considerable reaction in Washington.
