This is not an invasion of Cambodia.

I would not hesitate to take strong and effective measures to deal with that situation.

I announced a decision to withdraw an additional 150,000 Americans from Vietnam over the next year.

I call upon all of the people of the United States to offer prayers on behalf of these men, to instill courage and perseverance in their hearts and the hearts of their loved ones and compassion in the hearts of their captors.

North Vietnam has not respected that neutrality.

I, Richard Nixon, President of the United States of America, do hereby designate Sunday, May 3, 1970, as a National Day of Prayer for all American Prisoners of War and Servicemen Missing in Action in Southeast Asia.

Tonight, I shall describe the actions of the enemy, the actions I have ordered to deal with that situation, and the reasons for my decision.

We shall avoid a wider war. But we are also determined to put an end to this war.

I have decided to deactivate the Presidential cabin cruisers Patricia and Julie, which are operated by the Naval Administrative Unit.

I do hereby designate the week beginning May 24, 1970, as Drug Abuse Prevention Week.

I urge State and local governments, as well as business, professional, and civic groups, to cooperate in such programs.

In Witness Whereof, I have hereunto set my hand this twenty-eighth day of April, in the year of our Lord nineteen hundred and seventy, and of the Independence of the United States of America the one hundred and ninety-fourth.

You are, therefore, directed to offer these craft for disposal outside of the Department of Defense in a manner appropriate and befitting of their service to the administrations of five Presidents.

The communications media can provide invaluable assistance in this regard, and I request their full support of this endeavor.

The Constitution is indivisible. It must be read as a whole.

I therefore urge:--That the 18-year-old vote rider be separated from the bill extending the Voting Rights Act.

Without the private investor, America would simply not be the country we know and love.

In less than a year, our gross national product will reach a trillion dollars.

There are no constitutional corners that may safely be cut in the service of a good cause.

I strongly favor the 18-year-old vote.

In the great tradition of this Nation, I am sure that history will record that both were equal to the task.

I urgently hope that the House of Representatives will now act promptly in approving this important program.

I urge all other departments and agencies to give priority consideration to displaced career employees when filling their vacancies.

We cannot afford to continue unnecessary jobs; neither can we afford to lose good people.

These commitments reaffirm the conviction that private enterprise can and will act in the public interest.
