The generation of Americans over 65 have lived through a particularly challenging time in world history.

It is imperative that this situation be changed.

Can we arise to the challenge of these times which seem so difficult?

I do believe in a system which insures that a man is rewarded for working, and not penalized.

We act not 'for ourselves alone, but for the whole human race.'

Scrubbing floors, emptying bedpans--my mother used to do that--it is not enjoyable work, but a lot of people do it.

What we want to do, in other words, is, if we possibly can in this great, rich, good country of ours, provide greater benefits for those Americans, and there are many, who cannot take care of themselves.

The work of keeping the Republic requires more than just preserving the past.

When a majority of the Governors and a majority of the mayors and a majority of the county officials and the majority of the people are for something, the Congress eventually will reflect what the people want.

I am transmitting to the Congress the budget for the District of Columbia for the fiscal year beginning July 1, 1971.

Let's never forget that.

The killing in Asia, the war in Asia, must stop, and it is being stopped.

And so to those who see our present welfare system as a simple refinement of the old program, let me say strongly, this is not the case.

I feel this is clearly the only fiscally responsible course of action and is in accord with the budgetary practices and standards which have been established for Federal agencies.

A Republic, madam, if you can keep it.

I request that appropriate Federal, State, and local officials cooperate in observing that week.

Now, more than ever before, the United States must seek to strengthen its role as a key supplier to the global marketplace.

I affirm the support of the United States both for this convention and for the Tokyo convention, which provides for the prompt return of hijacked aircraft, passengers and crew.
