The level of unemployment among veterans who have served their country so well and so bravely is unconscionable.

Nationally and internationally, we are faced today with a very serious problem posed by a new group of dangerous drugs--the psychotropic or 'mind-bending' substances, such as LSD, mescaline, amphetamines, barbiturates and tranquilizers.

Public sector jobs are labor-intensive: a high proportion of Federal appropriations under that bill would flow into direct wages and salaries for new employees.

It is the purpose of this Convention to limit to medical and scientific uses those substances that are liable to abuse but not covered by the existing treaties for the international control of narcotic drugs.

One important example of the program's scope and success was our aid to victims of the earthquake in Peru--much of which was channeled through voluntary relief agencies.

As our efforts move forward, we will continue to stress both trade development and food assistance through this highly esteemed program.

Currencies generated by the program together with the increasing volume of payments received under past long term credit sales agreements, resulted in a contribution of more than $300 million to our balance of payments in 1970.

The Public Law 480 program demonstrated its flexibility in 1970 both by responding quickly to the immediate needs of countries in distress, and by using food assistance to promote long range development in developing countries.

Public Law 480 concessional sales programs and donations once again reflected the desire of the people of the United States to try to help others improve their own circumstances by improving the agricultural foundation of their economies.

I am pleased to transmit to the Congress the 1970 annual report on agricultural export activities carried out under Public Law 480.

Discrimination that is based on age-what some people call age-ism--can be as wrong as discrimination based on race or religion or any other irrelevant test.

We need your experience. We need your perspective. And above all, we need your sense of value.

There can be no retirement from living, no retirement from responsibility, no retirement from citizenship.

I want to speak to all the people who could be members of this organization--retired teachers, retired persons all over America.

We have got to stop discriminating in this country against older people who want to work.

We have proposed that social security benefits for widows be raised.

The time has come to close the gap between our older citizens and those who are not yet old.

The time has come to raise the ceiling on how much a person can earn while receiving social security.

But I can tell you that coming back here, to be here and feel this place where she walked and where she went to school so many years ago, rededicates me to those propositions to which she was so deeply devoted.

Finally, I think my mother would want to leave another thought with you.

Be proud of your Nation.

I will not belabor that, but simply say that this university has made an enormous contribution to America and an enormous contribution to the world.

I understand that my remarks are going to delay your dinner, so I will make them brief.
