Notwithstanding any other provision of this Act, none of the funds made available by this Act may be used to prohibit the display of the flag of the United States or the POW/MIA flag, or the decoration of graves with flags in the National Park Service national cemeteries as provided in National Park Service Director's Order No. 61 or to contravene the National Park Service memorandum dated June 24, 2015, with the subject line containing the words ``Immediate Action Required, No Reply Needed'' with respect to sales items.
