It is appalling that this legislation is necessary. The reaction of the Biden administration proves that it is. A veto threat and a $1 billion unrelated aid package were announced almost simultaneously once it became clear that the House intended to take action on that this week. Mr. Speaker, I urge my colleagues to support this bill.
