I think that Mr. Connolly was correct, the responsibility to declare war, hostility, or armed conflict, however you want to describe it, really lies at the feet of Congress.

Juan Carlos Vargas is an American politician serving as the U.S. Representative for California's 51st congressional district since January 3, 2013.
