by number of sources- I rise today to introduce legislation to facilitate additional housing and services for Southern California's veterans. It would allow the Department of Veterans Affairs to leverage the resources of local governments and non-profits to build supportive housing for veterans at the West Los Angeles VA Medical Center Campus. My colleague Senator Barbara Boxer is a cosponsor of this bill. Congressman Ted Lieu is introducing companion legislation in the House of Representatives. The Department of Veterans Affairs, Mayor of Los Angeles and Los Angeles County Board of Supervisors all support this legislation. Los Angeles has the largest concentration of homeless veterans in the United States, currently estimated to be 4,300. These are brave men and women who served our nation with honor, and I believe it is our duty to ensure they have access to housing and the clinical services of the Greater Los Angeles VA Health System. This legislation would provide two authorities to the department. First, it would allow the West Los Angeles VA to use enhanced-use leases to engage in public-private partnerships to provide supportive housing for veterans. Enhanced-use leases allow the department to leverage private or local funding and partners to construct new housing on the campus. For example, California passed a bond measure in 2014 that provides $600 million in funding for the construction of supportive veteran housing.…8 sources2015govinfo.gov
- I rise today on behalf of myself and Senator Blunt, to introduce bipartisan legislation that would expand approved uses for the Elementary and Secondary Education Acts professional development funding to include training for teachers and school personnel on how to recognize signs of sexual abuse in students. According to the National Child Abuse and Neglect Data System, 865,643 children were victims of maltreatment in 2013. Approximately 7 percent, or 60,956 children, were victims of sexual abuse. The vast majority of States require that teachers report suspicions of child abuse, but most teachers do not receive any training on how to see the signs. According to the National Child Abuse and Neglect Data System, 61 percent of all reports of child abuse and neglect are made by professionals, yet only 17.5 percent of abuse and neglect is reported by education personnel. Given the amount of time teachers and school personnel spend with children, it is critical that the warning signs of child sexual abuse are identified and reported and that action is taken. - I rise today in support of the trade legislation before the Senate. What we have done so far has been to consider: No. 1, the Trade Preferences Extension Act of 2015. This bill extends a number of trade preference programs related to Africa and Haiti. It also reauthorizes the Generalized System of Preferences Program, which expired in 2013. No. 2, the Trade Facilitation and Trade Enforcement Act of 2015. This bill includes new trade enforcement mechanisms to protect American workers from unfair trade practices. The legislation also includes a complete ban on importing goods created by child labor, which I strongly support. No. 3, trade adjustment assistance. This bill reauthorizes Federal assistance for worker retraining and income support to those displaced by trade. In fiscal year 2013, 7,609 Californians received training under the program, so I believe it is critical that we continue this assistance. No. 4, trade promotion authority. This bill authorizes the President to conclude free-trade agreements with our trading partners. In exchange, those agreements will receive an up-or-down vote in the Congress. I voted for these bills because they will update our trade policy in a smart, effective way. The process of considering these bills has enabled me to see the extraordinary importance of trade to California's economy. - I offer today private relief legislation to provide lawful permanent residence status to Shigeru Yamada, a 28-year-old Japanese national who lives in Chula Vista, CA. The Senate passed S. 124, a private relief bill on behalf of Mr. Yamada on Friday; however, that version of the private relief bill did not include an explanation of the zero budgetary impact of the bill. For this reason, I am introducing and seek passage of a new version of this private bill for Mr. Yamada, so that the Congressional Budget Office's assessment of the zero budgetary impact of this bill can be taken into consideration when this bill reaches the House of Representatives. Mr. Yamada legally entered the United States with his mother and two sisters in 1992 at the young age of 10. The family was fleeing from Mr. Yamada's alcoholic father, who had been physically abusive to his mother, the children and even his own parents. Since then, he has had no contact with his father and is unsure if he is even alive. Tragically, Mr. Yamada experienced further hardship when his mother was killed in a car crash in 1995. Orphaned at the age of 13, Mr. Yamada spent time living with his aunt before moving to Chula Vista to live with a close friend of his late mother.5 sources2010govinfo.gov
- today I am introducing a private relief bill on behalf of Guy Privat Tape and Lou Nazie Raymonde Toto. Mr. Tape and Ms. Toto are citizens of the Ivory Coast, but have been living in the San Francisco area of California for approximately 17 years. The story of Mr. Tape and Ms. Toto is compelling and I believe they merit Congress' special consideration for such an extraordinary form of relief as a private bill. Mr. Tape and Ms. Toto were subjected to numerous atrocities in the early 1990's in the Ivory Coast. After participating in a demonstration against the ruling party, they were jailed and tortured by their own government. Ms. Toto was brutally raped by her captors and several years later learned that she had contracted HIV. Despite the hardships that they suffered, Mr. Tape and Ms. Toto were able to make a better life for themselves in the United States. Mr. Tape arrived in the U.S in 1993 on a B1/B2 non-immigrant visa. Ms. Toto entered without inspection in 1995 from Spain. Despite being diagnosed with HIV, Ms. Toto gave birth to two healthy children, Melody, age 13, and Emmanuel, age 8. Since arriving in the United States, this family has dedicated themselves to community involvement and a strong work ethic. They are active members of Easter Hill United Methodist Church. Mr. Tape is employed as a security guard and unfortunately, in 2002, he was diagnosed with prostate cancer.…5 sources2011govinfo.gov
- today I am reintroducing a private relief bill on behalf of Jorge Rojas Gutierrez and his wife, Oliva Gonzalez. The Rojas family, originally from Mexico, is living in the San Jose area of California. The story of the Rojas family is compelling, and I believe they merit Congress's special consideration for such an extraordinary form of relief as a private bill. Jorge and Oliva originally came to the United States in 1990 when their son Jorge Rojas, Jr., was just 2 years old. In 1995, they left the country to attend a funeral and then reentered the United States on visitors' visas. The family has grown to include three U.S. citizen children: Alexis, now 24 years old, Tanya, 22 years old, and Matias, now 7 years old. Jorge and Oliva are also the grandparents of Meena Rojas. The Rojas family first attempted to legalize their status in the United States when an unscrupulous immigration consultant, who was not an attorney, advised them to apply for asylum. Unfortunately, without proper legal guidance, the family did not realize at the time that they lacked a valid basis for asylum. Their asylum claim was denied in 2008, leaving the Rojas family with no further options to legalize their status. Since their arrival in the United States more than 20 years ago, the Rojas family has demonstrated a robust work ethic and a strong commitment to their community in California.
