I know that something jumped out at me that I did not realize, and that was that he was a graduate with highest honors of Golden Gate University in San Francisco, where he received his Bachelor's Degree in the administration of justice. Furthermore, he was named the outstanding graduate in the College of Business and Public Administration. Of course, sometimes having achieved a distinction, they will give the graduate a cum laude recognition, or magna cum laude. But summa cum laude is the highest recognition. And, really, anyone who knows Frank would not at all be surprised that that was the distinction that he earned in college.
