reclaiming my time, I thank both these gentlemen and commend the gentleman from New York (Mr. Fossella), the author of the permanent legislation, and the gentleman from Texas (Mr. Barton), the chairman of the primary committee with jurisdiction over this. This definitely needs to be made permanent. This is really just an interim step until that legislation can move.
