I think it is very likely. You know, the Corps of Engineers report said that for commodities it can be done well and it can help you find the lowest price.

All of that, Ms. Velaazquez. I read the report on the subway down here and the Corps of Engineers says all of that very empathically.

Any more discerning selection criteria is highly favored by my members because they prosper when the selection criteria is high.

This is a very complicated issue, and I hope this hearing sheds a little light on that.

I am an original cosponsor of H.R. 4400, the Data Accountability and Trust Act, which Mr. Rush introduced earlier this year.

It is getting more and more difficult to deny climate change. Climate change is already here.

So there should be some more flexibility in terms of the 2020 time frame.

The steps to curb carbon emissions will have many beneficial effects, including economic and public health.

We have the opportunity now for the United States to be the leader in the carbon pollution reduction.

We need to face up to this problem and start taking the steps necessary to keep this phenomenon from becoming a global catastrophe.

The Monterey shale is a very complicated geographic feature. It is not economic to frack there yet.

But, you know, California is a big State. Some regions are suffering from a poor economy.

That would be considered a pretty good ROI.

So to say that the regulation is causing a job exodus, there are jobs that are coming and going in any State, so I will contest that.

I think that can be attributed largely to the unregulated financial market that caused the housing crash in 2008.

There is a great deal of flexibility the States have adopted and it will make it a lot easier for the different States to implement these proposed rules.

I don't see how that would be viewed, any of those, as too intrusive.

No piece of legislation is perfect. We are not talking mathematics here.

I have concerns of patent violations, but I also understand the challenge of making sure that we don't have a patent system where companies, entities are able to gain the system because that hurts everyone except the gamers.

I think that is a problem that the companies, the businesses would want to address firmly.

It is important to have a well thought out and meaningful bipartisan discussion.
