Herbert Clark Hoover was the 31st President of the United States, serving from March 4, 1929, to March 4, 1933. A member of the Republican Party, Hoover was born in Iowa but later moved to California. Before his presidency, he served as the Secretary of Commerce from 1921 to 1928, where he focused on promoting economic growth and efficiency. Hoover was also known for his humanitarian efforts during World War I, leading relief efforts in Europe and earning a reputation as a skilled administrator.
The various bureaus of the Government are engaged in an exhaustive study of last winter's experience of all organizations in the average number of persons in distress and their location.
I have been canvassing the situation in conference with business, financial, and labor leaders as to the different methods in interstate industries which may be of aid.
We shall adapt organization methods in such manner as may be necessary for the coming winter.
I wish to extend to you and your son and daughter my deepest sympathy in your bereavement.
