Herbert Clark Hoover was the 31st President of the United States, serving from March 4, 1929, to March 4, 1933. A member of the Republican Party, Hoover was born in Iowa but later moved to California. Before his presidency, he served as the Secretary of Commerce from 1921 to 1928, where he focused on promoting economic growth and efficiency. Hoover was also known for his humanitarian efforts during World War I, leading relief efforts in Europe and earning a reputation as a skilled administrator.
I know that I reflect the view of the agricultural community when I express intense regret that his private affairs have made it necessary for him to leave the Board.
He has been urged I think by every farm organization in the United States to continue as Chairman of the Farm Board, and I have urged him with all the pressures that I could bring to bear, but he feels obligations elsewhere.
I have to announce to you something that I think you all know, and that is Mr. [Alexander] Legge's resignation.
