The Citizens' Military Training Camps have through ten years proved themselves important agencies of physical and moral health in the individual and of civic welfare in the Nation.

Herbert Clark Hoover was the 31st President of the United States, serving from March 4, 1929, to March 4, 1933. A member of the Republican Party, Hoover was born in Iowa but later moved to California. Before his presidency, he served as the Secretary of Commerce from 1921 to 1928, where he focused on promoting economic growth and efficiency. Hoover was also known for his humanitarian efforts during World War I, leading relief efforts in Europe and earning a reputation as a skilled administrator.
I commend the Citizens' Camps to all fathers and mothers and to young men of suitable age in the hope and belief that the camps will show themselves as useful in the future as they have been in the past.
The willingness of young men to devote a month to this training program for better citizenship is proof of good-will in the generation on which will presently devolve the maintenance of our social and political institutions.
May the ties of friendship and good understanding existing between Egypt and the United States continue to increase and prosper.
The people of Porto Rico have made magnificent progress in self-government and the establishment of democratic institutions.
