Well, may I suggest that we look at private investment also? Because they will get paid back.
But how are you going to do the outreach and target? How are you going to prioritize and target to small and disenfranchised communities who have limited access, cannot come here and lobby, cannot know what to do and where to go to?
I certainly would like to have a followup and find out when we can count on EPA to continue helping clean up that aquifer.
We want to endanger the public health by cutting back the funding for some of the tribal, the Clean Water Act, the Drinking Water Act, the Superfund, and then we do not go after the potential responsible parties.
I do agree with my ranking member about the budget cuts that are going to not allow us to do the work that protects a lot of people in California and the rest of the Nation.
They are concerned about the Corps proposed levy vegetation policy that would remove a lot of that vegetation from the levies.

In my opinion, many of the cuts proposed in the President's budget are taking the Nation down a path that will ultimately result in increased costs and the loss of critical infrastructure capacity.
Understood, but .01-percent return is so unfair. It just does not make sense.
I think one of the things we want to be sure is incorporated into the legislation, is the recognition that is where we need to go.
How do we then begin to look at cutting the O&M if we do not upgrade the maintenance, if we do not replace, if we do not take care of what ails our aging infrastructure?
