Wouldn't that over time--and I think this was Mr. Waller's argument some years ago; I heard him lay out this case that if we are worried about over-leverage, why would we create a situation where the burden on the smaller institutions is such that they are going to be bought out by larger institutions who then will be in a position without the competition to further over-leverage?
