I rise in support to eliminate this program which uses taxpayers' dollars to subsidize the overseas advertising budget of major corporations. Since 1986 this program has spent several billion dollars in this way and, incredibly, has even supported advertising by foreign-owned corporations, including some in Tokyo and in Paris. Studies from several government offices and groups across the political spectrum have blasted the MAP. A U.S. General Accounting Office study reported that MAP funding goes to corporations that have no need for taxpayer funds to support their products. I urge an ``aye'' vote.
