Biden promised about 2 years ago, 'We are going to fill in the gaps.' I guess they have done a little bit of it now, but it is ridiculous.

So, we want in this program to not lose that land as tribe or tribal member ownership. That is the bottom line, right?

But it shouldn't require you having to come hat in hand to this place and ask a Congress Member to run a bill so you can purchase a piece of land that might be surplus already to the government.

Mrs. Napolitano's proposed legislation would hopefully allow that to be more widespread.

I hope to work with her some more on that.
