That shows my colleagues how deeply I believe that CARA was the right way to go when I can take and sacrifice the great work that has been done for the State of Alaska that I worked on for the benefit of the Nation as a whole.
But the gentleman is letting the Federal government do it and not the States. That was the whole idea of CARA. CARA had an idea how to spend the money on the ground. The gentleman likes big government.
If the States submit a plan for rehabilitation of wildlife in a certain area and if the Federal government does not want to do that, they do not get the money, under the gentleman's program?
