I agree with the above finding and recommendation of the Director and deem it necessary and consistent with the security objectives of Proclamation No. 3279, as amended, to adjust the imports of petroleum and petroleum products, and to improve the administration of the program, as hereinafter provided.

Your wise counsel in vitally important national security questions has been of immense value to Mel Laird and to me, and I want you to know that these exceptional accomplishments have earned for you the Nation's gratitude.

A high rate of investment in education is essential for our national economic growth, our scientific advancement and our national security.
