The controls are essential to achieve U.S. national security and foreign policy objectives.

The absence of such controls would prove detrimental to the foreign policy and national security interests of the United States.

The FBI crime index showed an increase of only one percent for the first half of this year--the closest the Nation has come to an actual decrease since the index began 12 years ago.

No nation that does not threaten its neighbors has anything to fear from the United States.

Overseeing our new approach to Government documents will not be an easy task, for a delicate balance must be struck between the public's right to know and the Government's obligation to protect the national security.

We must all stand together to eliminate its vicious threat from our public life; we must not permit the shadow of violence to fall over our country again.

I agree with the findings and recommendations of the Director and deem it necessary and consistent with the security objectives of Proclamation No. 3279, as amended, to adjust the imports of petroleum and petroleum products, as hereinafter provided.

We shall do whatever is required to safeguard American lives and American honor.
