The developments of the past week should give great assurances to the country.

We have already demobilized our Army down to the point where it is not a threat against nations.

It is a most important step toward the restoration of international confidence and of national stability.

Whatever dangers threaten, the Nation remains secure in the knowledge that the ultimate application of the law of the land will provide an adequate defense and protection.

Hitherto we have generously kept our doors open to all who were not unfitted by reason of disease or incapacity for self-support or such personal records and antecedents as were likely to make them a menace to our peace and order or to the wholesome and essential relationships of life.

I have decided to call into the service an additional force of 300,000 men.

I congratulate the country upon so happy a termination of a condition of things which seemed at one time seriously to threaten the public peace.
