Well, I don't think it is probably useful to discuss it in detail here.
This is the worst attack on foreign aid that we have seen since the beginning of the Marshall plan.
It is a great pleasure for Mrs. Kennedy and myself to welcome the Black Watch to the White House.
I think that this administration has been very vigorous in its action, and I think that we have tried to set a responsible standard.
