If personnel having the requisite qualifications are not available, or if the Secretary of State determines that the Government of the United States is unable for any reason to comply with the request of a foreign government, he shall so inform the requesting government.

These conversations have been most useful in establishing a basis for fruitful and closer relationship between the two Governments.

The Board will continue to recognize that it is the function of the Department of State to conduct or authorize the conduct of all negotiations with foreign Governments in Washington and abroad.

It is far from clear that the requirements of this legislation would not in many instances be unnecessary, inappropriate, and onerous in respect to the representatives of friendly Nations.
