The Board will continue to recognize that it is the function of the Department of State to conduct or authorize the conduct of all negotiations with foreign Governments in Washington and abroad.

It is far from clear that the requirements of this legislation would not in many instances be unnecessary, inappropriate, and onerous in respect to the representatives of friendly Nations.

I would call them back immediately.

You have always been a public spirited citizen, working for the best interests of your state and of the nation and I know that whether in diplomatic work or at home, you will continue to render valuable service.

All letters addressed in the care of a consular office should be held at the disposal of the addressees for the period prescribed by the laws of the country in which the consular office is situated.

Consular officers are particularly cautioned not to enter into any contentions that can be avoided, either with their countrymen or with the authorities or nationals of the country.

Consular agents are not authorized to address the Department of State directly.

The government draws upon the personnel of its Foreign Service throughout the world for much in the way of information, negotiation, and tactful relationships.
