I assure Your Excellency that the resources of the Government of the United States are devoted to this end, and I earnestly trust that the news which will flash back and forth over this wire will reflect an ever increasing sympathy between our two countries and will tell the story of many peaceful and happy and friendly events.

Persons formerly employed abroad as United States diplomatic or consular officers of career or foreign service officers of career for the period of at least four years, for service in the Department of State as administrative officers or executive advisers in positions comparable in salary with the associate professional grade or higher.

Mr. President, allow me to take this opportunity to recall, with the greatest pleasure and appreciation, the most cordial reception and sincere hospitality with which I was received by the Government and people of Brazil in 1928 upon the occasion of my visit to Rio de Janeiro, which will always remain in my memory.

Great and Good Friend: I am happy to avail of the new link between our countries constituted by the inauguration of an air mail service between them to send to Your Excellency and the people of Brazil my greetings and best wishes for happiness and prosperity.

This added development in the means of communication between countries which are as widely separated as ours will, I trust, serve to bring them closer together in the minds and thoughts of our peoples.

I send to Your Excellency and to the people of China my most cordial wishes for the increasing prosperity of your country.

My fellow countrymen join me in expressing deep appreciation of Your Majesty's touching message voicing that true and unalterable friendship which unites our two countries.

Again I thank Your Majesty for your message and wish for your country blessings a hundredfold and for Your Majesty happiness and prosperity for many years to come.

I am pleased to acknowledge the receipt of Your Excellency's courteous message upon the auspicious occasion of the settlement of the Tacna Arica question and to assure Your Excellency that it is sincerely appreciated by myself and by the Government and people of the United States.

I am greatly gratified at the promising character of the results for naval reduction arising out of the recent Geneva conference.

I am well aware of the difficulties of a program of close cooperation.

PERMIT ME to offer to Your Majesty on this birthday anniversary cordial felicitations of the Government and people of the United States and my own personal greetings.

A very great honor and courtesy have been shown by France to the United States in the arrangements they have made for the return of the body of a most distinguished American citizen--Ambassador Herrick.

I have received Your Excellency's thoughtful message and I ask you to convey to the French people this Nation's heartfelt thanks for their deep sympathy.

I HAVE heard with profound regret of the death of Myron T. Herrick, our Ambassador in Paris.

The French loved him for his sympathetic understanding, but realized that during his long service in Paris he never lost any of his love for his own country and therefore never failed in his representative capacity.

Diplomatic visas will be granted by diplomatic missions only.

The convention and protocol had my approval and were signed by the American minister at Ottawa by virtue of full powers issued to him by me.
