I assure you there is a lot of progress being made. One of the secrets to our committee operation--which used to be one of the most contentious committees in the Senate, and now it works productively on issues such as this to get things done--is that we recognize if somebody brings an amendment to the floor and we have not heard about it before, it creates difficulty. When the amendment is filed, we don't have a real good process for amending an amendment. Technically, we can, but it requires a lot of time and votes. In the meantime, it polarizes people. Instead, we take a look at them, talk about them, and we use the body of knowledge we have gained from a lot of hearings on the issue to show where there could be inconsistencies and problems with the amendment. We get the problems ironed out so the amendment can have a logical chance for inclusion if it adds to what we are doing. That is what is going on as we are speaking.
