my friend from Michigan (Mr. Ehlers), who does a wonderful job on our Committee on Science, I think did a very good job there in talking about a lot of good things in this bill. And there are a lot of good things in this bill. But I want to yield some additional time to him so he can explain why the ATP program, another good idea, why we cannot even have a vote on putting it in this bill today?
