let me just first say I do not want to offend anyone personally here today, and this is not a personal argument. It is just that because I know the Republicans here just like myself work hard, they care about their country and they go home…

The circumstances were really tough and did not allow for as much as everybody wanted to do.

I again urge passage of this bill and yield the remainder of my time to my friend from Michigan (Mr. Levin).

I applaud Congressman Lipinski and Congressman Kinzinger for their leadership to develop and sponsor this bill.
