But, Mr. Speaker, if we vote against this rule, we can turn right around and come back and have a vote not only on trying to find out better the problems of outsourcing, but allow any Member who has a good idea about trying to improve and increase our manufacturing base in this country, to allow them to bring it to the floor and try to improve this situation; is that correct?
