I have asked a member of the Committee on Rules to explain why we did not have an opportunity to vote on the ATP program to bring more jobs to this country, and I did not get a satisfactory answer. I asked a very informed member of the Committee on Science to explain why we could not get a vote on the ATP program, which is so important. Now we have a member of the Committee on Energy and Commerce, the gentleman from Ohio (Mr. Gillmor) here. Before the gentleman leaves, let us give the Committee on Energy and Commerce an opportunity to explain why we should not have a vote on the ATP program to bring more and better jobs to this country. I yield to the gentleman from Ohio (Mr. Gillmor).
