Reclaiming my time, I will sort of refocus the question. The question was after sitting through all the hearings, with everyone saying that the ATP program was good, and with job losses in Georgia and Tennessee and all across the country, when we could have improved this bill with a program that President Bush's father started, I would just like to ask why were we not allowed an amendment to continue this program?
