Policies like the ban on Federal oil and gas leasing are disproportionately harmful to Western states due to the amount of land and minerals held by the Federal Government and really for no effective reason.

What is stopping us would be this amendment. This amendment simply is not drawn, as much as the gentleman would like for it to be drawn in a narrow sense and as much as he would like for it to be a scalpel, it is not. Maybe, again, all…
