I say to the Senator from Montana, that is the only conclusion you can draw from the arguments raised against it. The whole argument that we are taking from Congress the power of the purse is nonsense. We will still have the power of the purse. It will just be a more responsibly defined power, which is not the type of power we possess at this moment.
