This is a very important hearing, as the health care debate continues nationwide.

The issues to be examined this afternoon are not new, but have recently taken on additional significance in light of the recent Carcieri case.

Could we then go to that question of the water?

So based on what you're saying it's very critical then that we make sure that we must address pore space ownership on Federal land.

How important is it that we make sure that we address this thing fully?

Like you I want to make sure that we make American energy as clean as we can, as fast as we can and do it in a way that doesn't increase costs for American families.

I appreciate Ms. Jackson's comments that she wanted to make sure that we did this without overburdening small businesses and others.

This is a smoking gun, saying that your findings were political, not scientific.

It really appears to me that that decision was based more on political calculation than on scientific ones.

U.S. regulation of greenhouse gases such as carbon dioxide is likely to have serious economic consequences for businesses small and large across the economy.

I come from a State that is blessed with many natural resources and our State is a leader in energy production.

Will you make adequate law enforcement staffing levels throughout Indian Country one of your high priorities?

I hope you will be able to address these needs aggressively, and not just in Wyoming, but nationwide.

I believe coal can be a very clean energy source.

I wanted to visit a little about that because probably you know better than most, if not all, the implications of both interstate agreements and intrastate agreements and how that plays out.

We are having a major debate here in the Senate and in Congress on overall reform of health care in America.

I believe, your dedication which is going to make the real difference in the success that I see you having in the years to come.

We need to do better.

We have to do something about it.

It seemed very clear to people on both sides of the aisle what this meant.

The Secretary shall make payments to states or Indian tribes for the amount due for the aggregate, unappropriated amount allocated to the state or Indian tribe under sub paragraph A or B.

Are there any additional incentives in terms of either financial incentives or scholarships or the forgiveness of loans for staying so many years and serving in that community?

Will you tell us a little about that?

I know in Wyoming, we have a real challenge of recruiting and retaining.
