Mr. President, as if in legislative session, I ask unanimous consent that the Senate proceed to the en bloc consideration of the following bills: Calendar No. 422, which is S. 1348, and Calendar No. 501, which is S. 1890. There being no objection, the Senate proceeded to consider the bills en bloc, which had been reported from the Committee on Energy and Natural Resources, with amendments to strike all after the enacting clause and insert in lieu thereof the following: S. 1348 SECTION 1.
