None of the funds made available by this Act may be used to finalize, implement, administer, or enforce the draft programmatic environmental impact statement referred to in the notice of availability titled ``Notice of Availability of the Draft Programmatic Environmental Impact Statement for Utility-Scale Solar Energy Development and Notice of Public Meetings'' (89 Fed.
